Austin Public Library to Launch Bike Tool Loan Program in 2026

The Austin Public Library (APL), in partnership with the City of Austin’s Transportation & Public Works Department (TPW) and its Transportation Demand Management (TDM) Program, is launching a new Bike Tool Loan Program in 2026. This pilot program will make bike maintenance more accessible by allowing the public to check out bicycle tools at select library locations.
The program’s goals are to promote sustainable transportation, increase equitable access to bike repair tools, foster community engagement, and evaluate the feasibility of expanding the service citywide.
Bike tools will be available at nine APL locations: Central, Cepeda, Hampton, Howson, John Gillum, Pleasant Hill, Spicewood Springs, Twin Oaks, and Windsor Park. Each site will offer a selection of tools such as pumps, wrenches, tire repair kits, and even bike repair stands. Most tools will be available for checkout just like books, while some locations may provide outdoor stands for on-the-spot adjustments. Program organizers will evaluate the pilot and funding resources after a year to determine whether to expand to other library locations.
The partnership divides responsibilities between APL and TPW’s TDM Program. TPW will manage procurement, installation, outreach, and data analysis, while APL will oversee circulation, inventory, programming, and community events like Bike Fix-It Clinics. Together, both organizations will evaluate the pilot’s impact and make recommendations for possible expansion after the first year.
By combining resources, the Bike Tool Loan Program aims to empower Austin residents to maintain their bicycles, reduce barriers to cycling, and support a healthier, more sustainable city.
