Important! 
Applicant MUST bring these documents to the appointment:

  • Completed form First Time Application for a U.S. Passport (DS-11), unsigned and filled out in black ink or typed. Available at travel.state.gov/applyinperson. Please print single-sided.
  • Please note, we DO NOT accept Mail In Renewal Applications (DS-82).
  • Original US Birth Certificate (long form), US Certificate of Naturalization, US Passport, or US Consular Report of Birth Abroad. Your citizenship document will be submitted with your application.
  • Valid, unexpired, government-issued picture ID
  • Personal check or money order to the US Department of State (we are not able to accept electronic payment for this fee)
  • If applying for a child's passport, children are REQUIRED to be present at the appointment.

Acknowledgment: Taking the acknowledgment, including the certificate and seal, for a maximum of two signatures on documents not exceeding 15 pages.

Oath or Affirmation: Administering an oath or affirmation, with certificate and seal, for a maximum of two signatures on documents not exceeding 15 pages.

Documents We Cannot Notarize

  • Legal documents (e.g., wills, heirship documents)
  • Financial documents 
  • Copies of IDs
  • Copies of documents in the Public Record (e.g., marriage certificates, birth certificates)
  • Documents related to passports: Due to a conflict of interest as a Certified Passport Acceptance Facility, we are not able to notarize documents or forms submitted with US passport applications.
  • Real estate documents
  • Documents in a language other than English

Acceptable Forms of ID for Notary Services

In accordance with the State of Texas regulations, identification issued by other countries' ID systems is not accepted for notary services. We accept the following forms of identification:

  • Valid state-issued driver's license
  • Valid state-issued identification card
  • Valid U.S. passport issued by the U.S. Department of State
  • Valid U.S. military ID
  • Valid permanent resident ID, “green card”, issued by U.S. Citizenship & Immigration Services

Fees
We currently charge $10 for one to two signatures per document requiring a signature.

Passport Fees

Two separate payments are required:

  • A personal check or money order payable to the U.S. Department of State, per application (Passport application fees). The US Department of State does not accept temporary or business checks. The Austin Public Library is not able to accept an electronic payment for this fee to the U.S. Department of State.
  • A credit or debit card, or check or money order for the Acceptance Facility fee, per application.
  • Acceptance fees are set by federal regulation. By law, passport fees are non-refundable.

Application Fees for a Passport Book by Personal Check or Money Order

A passport book may be used for international travel by air, land or sea.

  • $130 for an applicant aged 16 or older
  • $100 for an applicant aged 15 or younger
  • Expedited Processing: add $60 per application
  • 1-2 day shipping of passport book to you: add $22.05 per application
  • Payable to the U.S. Department of State by personal check or money order ONLY. The US Department of State does not accept temporary or business checks. The Austin Public Library is not able to accept an electronic payment for this fee to the U.S. Department of State.

Application Fees for a Passport Card by Personal Check or Money Order

A passport card may be used only for border crossings by land or sea in the United States, Canada, Mexico, the Caribbean, and Bermuda. It cannot be used for international travel by air.

  • $30 for an applicant aged 16 or older
  • $15 for an applicant aged 15 or younger
  • Payable to the U.S. Department of State by personal check or money order ONLYThe US Department of State does not accept temporary or business checks. The Austin Public Library is not able to accept an electronic payment for this fee to the U.S. Department of State. Can be combined with payment for a passport book.   

Acceptance Facility-Library Fees by Personal Check, Money Order, or Credit or Debit Card

  • Application acceptance fee: $35
  • Photo services fee: $18
  • Payable to Austin Public Library by credit or debit card, check or money order. No cash, please.

Passport Renewals

If your previous passport was issued when you were 16 or older or has been expired for less then five years (fifteen years from the issue date), you may be eligible to renew by mail. If you choose to renew in person, you must complete the DS-11 Passport Application and pay the $35 application acceptance fee. We cannot accept the DS-82 Renewal Application. See travel.state.gov/renew for more details.

Passports for Minors

  • Minor applicants must be present at the appointment. Both legal parents and/or guardians, when applicable, must be present for applications of children under age 16, and evidence of parental or custodial relationship must be provided (for example, a birth certificate, court order, or adoption degree showing parent/guardian names). Other options include bringing a notarized Statement of Consent Form DS-3053 from the absent parent plus a front-and-back photocopy of that parent's ID, a court order showing sole legal custody, or a birth certificate with only one parent listed. Please see Children Under 16 for details and options. 
  • Minors aged 16-17 must show parental awareness. A parent/guardian can be present at the appointment and/or provide payment in the parent's name. Additionally, a parent/guardian who is present can identify a minor applicant who does not have their own acceptable photo ID. Please see Applicants Age 16 and 17 for more information.
  • A front-and-back photocopy of acceptable ID from each parent/guardian consenting to and/or signing a minor's application must be provided.
